The Immigrant Voice promotes a participatory dialogue on the recognition of skills and qualifications of the persons studied outside of Quebec.

Who are we?

Newcomers, immigrant professionals holding diplomas, skills and qualifications obtained outside of Canada affronting employment obstacles due to employers, professional orders and regulated professions in Quebec. So, our diplomas, skills and qualifications are not recognized!

Mission, Vision and Values

MISSION

The Immigrant Voice mission is to promote the recognition of foreign credentials and the integration of highly qualified newcomers (lawyers, doctors, engineers, pharmacists ... among others and all those whose profession is regulated by a professional order) into the Quebec / Canadian labor market.

VISION

Internationally-educated newcomers arriving in Quebec (Canada) sometimes face difficulties getting their credentials recognized to find a qualified job or to join a professional order. To overcome this situation, The Immigrant Voice considers a holistic approach to integrate high qualified new comers into the labor market. The holistic approach targets both structural change (simplification of regulations) and concerted support (collaborative and participatory) to highly skilled newcomers from all the integration players/stakeholders. Such holistic approach may:

  • Increase the number of highly skilled newcomers integrating employment in their occupations/skills area;
  • Reduce the length of the foreign credential recognition process by streamlining: assessment methods, licensing process and government support for administrative costs.

Article 17, The Quebec Charter of Human Rights and Freedoms: " No one may practise discrimination in respect of the admission, enjoyment of benefits, suspension or expulsion of a person to, of or from an association of employers or employees or any professional order or association of persons carrying on the same occupation."

Thwarted Destinies

Leaving one country to settle in another one represents a lot of personal, family and professional changes. In Quebec, government policies and professional orders would further complicate the professional integration of newcomers by imposing long and tedious process which is also cost-related. That is why a large number of immigrants decide to forget about their diplomas, to start from scratch and discover a new profession. Returning to school for additional short-course vocational training would promise a job that is often much easier to obtain than following the long road of requesting foreign credentials recognition by the government or the professional orders. Also, immediate integration on labour market position for which they are overqualified would represent another option.

This is how holders of diplomas, experience and skills are being sidelined and rich potential is being wasted in the name of political and complex administrative procedures that change and thwart the future of newcomers.
